Artur da Costa e Silva, pron. IPA: [aɾ'tuɾ dɐ 'kɔʃtɐ i 'siɬvɐ], (October 3, 1902 - December 17, 1969) was a Brazilian military officer and politician. War Minister in 1964 under Maschal Humberto de Alencar Castelo Branco. Elected president by the Congress in 1966, Costa e Silva took his oath on March 15, 1967. Facing strong opposition from important figures, students and workers, Costa e Silva edited the AI-5 (Institutional Act 5) that greatly increased the power of the president and closed the Congress. This act also banned the opposition and increased media censorship. He suffered a severe stroke in August, 1969 and was removed from the power by his military ministers.
