This sub-category of Category:Wikipedia categories equalized with Wikimedia Commons categories with the naming difference— 'matching' (name match) versus 'equalized' (Categories also match).
The significance difference between the cats used is that this one means the editor hasn't equalized categories (e.g. the huge category Category:History of the United States will take many man-days), sub-cats, etc. between the projects, thus it forms a Work-In-Progress To-Do list for the two to become fully equalized, whereas the parent is a status list of completed editor work.
