Cihuacóatl (title) were high councilor of the aztec empire, aside the male hueyi tlatoani one of the most powerful, a kind of ceremonial minister and vice president, although she were not in power if the tlatoani (speaker) died. She was always a woman, elected just as the tlatoani.
