[edit] Plot
The story takes place two years after the events in Ghost in the Shell: S.A.C. 2nd GIG. By this point, Motoko Kusanagi has left Section 9. Section 9 has expanded to a team of 20 field operatives with Togusa acting as the field lead. They are confronted by a number of mysterious cases that lead them to the main culprit, a super wizard class hacker codenamed Kugutsu Mawashi (Kugutsu - Puppet, Mawashi - circulate, recycle, to move around. "Puppeteer" is a temporary translation and is not meant to be an official English adaptation.)
- The suicide of 13 Siak Republic operatives with the kanji character 梵 tattooed on their hands
- The deaths of Siak ex-high ranking officials
- The unreported kidnapping of 20,000 children
- A linked online AI network providing automatic healthcare for the elderly
In pursuing these leads, Batou crosses path with the freelancing Motoko. She warns him to stay away from the Solid State Society.
