Penza Oblast

Penza Oblast (Russian: Пе́нзенская о́бласть) is a federal subject of Russia (an oblast). It is located in Privolzhsky (Volga) Federal District. The administrative center is Penza.
Area 43,200 km², population 1,452,941 (as of 2002 All-Russia Population Census).

Penza Oblast is located in the Moscow Time Zone (MSK/MSD). UTC offset is +0300 (MSK)/+0400 (MSD).

Penza is covered by two russian nationwide cellular providers: Beeline and Megafon, and one regional cell network - Smarts. Those are working in GSM, considered as federal in Russia. Also, Penza-Mobile is AMPS/DAMPS network which also provides service in Penza region with wide coverage and lack of modern wireless services.
