Provisional Institutions of Self-Government (PISG) are institutions running Kosovo in cooperation with the United Nations Interim Administrative Mission in Kosovo UNMIK. Resolution 1244 of the United Nations Security Council authorized the Secretary-General to establish an international civil presence in Kosovo (UNMIK), which would then in turn provide transitional administration while establishing and overseeing the development of provisional democratic self-governing institutions, pending a final settlement in Kosovo<ref>http://www.un.dk/english/new_realeases/sc_res_1244.html UN SECURITY COUNCIL Resolution 1244 (1999) Requests Appointment of Special Representative To Implement Civil Operation in Kosovo, Federal Republic of Yugoslavia</ref>

In May 2001, the Special Representative of the UN Secretary-General (SRSG) for Kosovo, issued a Constitutional Framework for the Provisional Self-Government for the province. Its purpose was "to define the shape and power of interim institutions to which UNMIK could transfer further power and responsibility until Kosovo’s future status is determined"<ref>http://www.fco.gov.uk/Files/kfile/unmik,0.pdf FOREIGN & COMMONWEALTH OFFICE (2002): Research and Analytical Papers: The United Nations Mission in Kosovo (UNMIK). In this document, the Provisional Institutions of Self-Government (PISG) were granted greater autonomy, in order to share provisional interim management of Kosovo with UNMIK, while respecting UN Security Council Resolution 1244 and the legislative and executive authority retained by the SRSG.
