Russia will have Duma elections on December 2, 2007.<ref>Election Guide</ref> The 2007 election will be the first to use party-list proportional representation, while in the previous elections half of the seats was filled using proportional representation and another half using the first-past-the-post system. The threshold will be 7% (compared to 5% in the 2003 election), with the provision that parties in the Duma must represent at least 60% of the population.<ref>Aleksandr Veshnyakov (2006).
