"Special Organization" was name given to a three member executive committee established by the Committee of Union and Progress of the Ottoman Empire. It has been suggested that Behaeddin Shakir was one of the three members.

Its establishment or dismantling time, or even its existence is in question. Its functions are unknown. There is no official document which can be validated from other sources, or linked to other official documents to prove its existence.

It is been suggested that there was a coordination function of this committee during the deportation (emigration) of Armenians. This has been in question. Only source of its existence originates from a document that asks for information about the extermination of Armenians deported from Mamuret-Ul-Aziz.
