This article does not demonstrate that the subject yet meets Wikipedia's generally accepted criteria for inclusion of biographies.
Having removed all the non-encyclopedic background and hype, what's left is the winning of a single race. Unless he's done something notable prior to his move to the US, that is just not enough to support an encyclopedia article.
