Being the largest country in the world, and one of the most populated, Russia incorporates several types and levels of subdivisions.

[edit] Federal subjects

Russia is a federation which consists of 88 subjects (Russian: субъе́кт(ы); tr.: subyekt(y)). These subjects are of equal federal rights in the sense that they have equal representation—two delegates each—in the Federation Council (upper house of the Russian parliament). However, they do differ in the degree of autonomy they enjoy. Autonomous okrugs, while federal subjects in their own right, are at the same time part of other federal subjects (Chukotka Autonomous Okrug is the only exception). The federal subjects are considered to be the second level of administrative division, being subject to the federal laws (first level).

All of the subjects are grouped into seven federal districts (федера́льные округа́, sing. федера́льный о́круг, federalnyye okruga, sing. federalny okrug), each administered by an envoy appointed by the President of Russia.

For economic and statistical purposes the federal subjects are grouped into eleven economic regions (экономи́ческие райо́ны, sing. экономи́ческий райо́н, ekonomicheskiye rayony, sing. ekonomichesky rayon).

[edit] Lower level subdivisions

The federal subjects are further subdivided (level 3):

Districts (райо́н(ы), rayon(y)). This is somewhat similar to the counties of the United States.
Cities/towns (города́, sing.: го́род, goroda, sing: gorod) and urban-type settlements (посёлки городско́го ти́па, sing.: посёлок городско́го ти́па, posyolki gorodskogo tipa, sing.: posyolok gorodskogo tipa) under the jurisdiction of the federal subject.
Autonomous okrugs (автоно́мные округа́, sing.: автоно́мный о́круг, avtonomnyye okruga, sing.: avtonomny okrug) under the jurisdiction of the federal subject (even though they are considered subdivisions of the lower level, they have a status of federal subjects themselves and may themselves be subdivided into districts).

Level 4 subdivisions are:

Selsovets (сельсове́т(ы), selsovet(y)) (rural councils).
Towns and urban-type settlements under the jurisdiction of the district.
City districts.
