Thomas Francis Fremantle, 1st Baron Cottesloe, PC (11 March 1798 – 3 December 1890), known between 1821 and 1874 as Sir Thomas Francis Fremantle, Bt, was a British politician.

He was the eldest son of Admiral Sir Thomas and Betsy (née Wynne) Fremantle. He lived at Swanbourne, Buckinghamshire, England. In 1821 he was created a baronet in recognition of his father's services to the country. Thomas proposed to Louisa Elizabeth Nugent, on 30 June 1824, but was initially refused by her father, Sir George Nugent unless his parents contributed more. They were married on 24 November 1824.

Thomas served in many government posts between 1826–1873, distinguished and notably as:

• 1826–1846 MP for Buckingham, succeeding his uncle, William Henry Fremantle
• 20 December 1834 – 1834 Secretary to the Treasury (Junior)
• 8 September 1841 – 1844 Secretary to the Treasury (Senior)
• 1844–1845 Secretary at War
• 1845–1846 Chief Secretary for Ireland
• 1846–1873 Deputy Chairman, and later Chairman, of the Board of Customs.

In 1874 he was raised to the peerage as Baron Cottesloe in recognition of his services.

He also served as Justice of the Peace and Lord of the Manor of Swanbourne.
